Grind soaked urad dal into a smooth paste, adding minimal water. Add salt to taste.
Shape the batter into flat discs or balls and fry until golden brown and soak them in water for 15-20 minutes.
Whisk thick yogurt until smooth. Add salt, roasted cumin powder, and red chili powder. Mix well.
Gently squeeze out excess water from soaked vadas.
Arrange the squeezed vadas on a serving plate.
Pour the prepared yogurt mixture generously over the vadas, covering them completely.
Tamarind chutney and mint-coriander chutney over the dahi bhalla.
Sprinkle roasted cumin powder, red chili powder, and chaat masala. Garnish with sev and chopped coriander leaves.
